Apparently Bayley, Dakota Kai and Io Shirai as a faction wasn’t a brand new idea.
Following the conclusion of the RAW Women’s Championship match at SummerSlam, Bayley made her return from a year out with an ACL injury, Io Shirai made her debut on the main roster while Dakota Kai returned following being released from the company in April earlier this year.
Fightful Select reports that the stable was pitched previously but was rejected by Vince McMahon.
If it wasn’t obvious, this new stable is a product of the new WWE regime. We’ve heard that the stable was actually pitched quite a while ago — before Dakota’s release — and Vince McMahon rejected it.

Now with Vince McMahon gone, WWE have decided to move forward with the idea and if the beginning of SummerSlam is any inclination, things are only just getting started with the new regime.
