Vince McMahon was responsible for the match not happening.
On the SmackDown prior to last Friday’s, IYO SKY accepted a challenge from Shotzi on behalf of Bayley for a match on last Friday’s show. However, the match did not happen.
During Wrestling Observer Radio, Dave Meltzer commented on Vince McMahon’s constant changes noting that Vince was responsible for the match being nixed.
“I mean, it was one of the things that was cancelled. They were gonna do it as late as the day of the show on Friday.”

The match was set to be for Bayley’s spot in the match, but was removed from SmackDown without explanation.
