AEW had deeper plans for All In.
As with any wrestling show, the AEW All In card was subject to change. Some plans had been in place for quite a while and made it to the show in some fashion if not completely, whilst some matches were adjusted for injuries and travel restrictions.
These were not the only issues prior to the show however.
The Wrestling Observer Newsletter now reports AEW had hoped for the biggest event in wrestling history to stream on HBO Max, but it unfortunately could not happen.
Sources outside of AEW have confirmed that the hoped for idea was for AEW All In to air on MAX The reason it ended up on PPV is because the technology wasn’t ready at the time, the decision had to be made one way or the other.

Tony Khan has mentioned before how he wants to see AEW programming on HBO Max, but that is yet to come to fruition bar AEW All Access.
